The weir locks are diamond shaped so that they use about the same amount of water as a typical lock. If they didn't let so much water down then the levels in the pounds below the weir locks would drop with each subsequent use of the down stream lock. Also, you shouldn't double up in the weir locks as it results in the loss of a lock of water down stream.
